if you would like for iTunes to sell tv shows in the iTunes New Zealand store you need to email them here:

hey if enough people email, maybe apple will listen. i emailed before.

also email skytv as they own rights for some shows so tell them to sell their shows in the iTunes New Zealand store.

Apple aren't the issue here. They are merely the delivery mechanism.

The inherent issues lie with the TV business model of content producers who produce and then sell their products and their worldwide distribution partners, ie local TV networks.

Very true and as we all know those local TV networks will do anything to block the likes of iTunes from showing overseas programs here before they do.  Same applies here to DVDs of TV programs . You won't see them on the store shelves until the series has been shown here..

Not entirely true.  Both Primeval and Torchwood were in stores long before the series ended on TV.  Other examples may exist.

There are exceptions  but here is an article  which explains as to why the current series of Lost has not been released here.  Mediaworks won't allow it. This is more common that the exception..

but there are lots of shows from the usa that no new zealand network airs here so I don't know why apple can't just sell some tv shows.
