If your in Auckland, have your photos on a portable drive and dont mind leaving it with me, I can upload them for you. I have VDSL (10Mbit up) and on an unlimited plan, so don't mind helping out a fellow geekzone user.
And I recommend coffeebaron too, he did my install (actually a few times as I upgraded from ADSL to ADSL2+ and then VDSL).
You can get someone in to look at your line to see if they can clean up the signal - no idea who though.

To qualify as a backup, to me, it has to be in a separate location. What you have is a copy.

Yes you are indeed correct. I want an offsite backup. If the iCloud photos service was not imminent, I've heard very good things about Back Blaze; but the same initial problem remains, the first massive upload.

Thanks for the kind offer. Part of the problem is that I presume I will need to upload directly from iPhoto, thus requiring my actual machine to be at the location of the good internet connection. I've messaged coffeebaron :)

If your photos are on in iPhoto they can be exported to a portable drive, but otherwise yes that will be a problem.
