The upgrade from 9.2.1 to 9.5 is free, it is just that the app store has probably hidden it from you for some reason,

Have you done the Mavericks upgrade, ? if you have then log out of the App store and reboot your mac, then when you reboot login to the app store again it should hopefully then determine that you need the upgrade..

I got the iPhoto upgrade for free.

It failed to instal a few times but got there in the end.
