Apple Care appears to have become Apple Care+.

Additionally, the window for purchasing it seems to have dropped from 12 months to 60 days from purchase. Is that correct?

I ask because I have been looking at one or two pre-owned MBPs on Trade Me but I am not touching them with a barge pole if I can't add Apple Care to them. At least one of them has a photo of the warranty screen which states that it is eligible  to extend the warranty despite the original purchase 12 months date expiring at the end of August.

Think you're correct, AppleCare+ was the only option I could find when I purchased my 2018 MBP.

Yes it is but it appears to be the only available product of the two.
