I recently purchased a MacMini 2018 model. ( In haste without thinking it thru) I upgraded to Mac OS 15.2.
However I discovered I have lots of old 32 bit apps that I still like to use. Ideally, I would like to reformat the MacMini HD and make 2 partitions and setup the Mac for a dual boot system ( OS 10.14 and OS 10.15). 
Q1) Where can I download a Full  OS Installer  for OS 10.14 and OS 10.15 ?
Q2) How to I create a  Boot Disk  using a USB flash drive or USBC ssd ?

Contrary to the above post, you can download 10.14 directly from Apple. There is a command-line tool called "createinstallmedia" included in that download, which allows you to create a USB drive.

Just use MacOS Recovery Mode? When booted in - delete the existing partitions and create new ones as you require them.
Reboot.

Then make sure you are connected to wifi or wired and start the install. 

 

MacOS Internet Recovery will download the relevant and original system for the device. Then you can upgrade once in.

Another option is to install 10.14 on an external SSD and just boot it when you need it.

You can use internet recovery. Different key combos will grab earlier / later systems as per this article from Apple https://support.apple.com/en-nz/HT204904
