iMovie by default imports video from my dvc in its .dv format. 

How do I get it to import as raw avi so I can play it on my windows machines straight off the bat.

Since it is in DV format on your camera you'll have to transcode it after it's been pulled off the camera to the Mac, do an export from iMovie or find a 3rd party tool ... I'd recommend Visualhub but they've pulled out the biz now :-(

If you don;t mind losing hair, you could use Mencoder or VLC.
