I have a Time Capsule which I use over a wired network.

Can I also have users connect wirelessly to it?

If so, how do I do this and also grant that user access to the shared files that I store there?

Time Capsule and Time Machine drives connected to an Airport are shared using Bonjour, so it should just be a case of enabling Time Machine on the other Mac's and choosing the Capsule from the list, or the shared Time Machine drive if connected via usb to an airport.  In other words, the Mac's should just see it in the list of available drives.
