I've looked at it myself but was wondering if they would be any use to anyone outside the US (yes, I know they say they are of help, but how much).

There is a free open source program similar to undercover called prey that seems to do the same thing. Might be worth a look for anyone who is interested. The locate function doesn't seem to be that flash for me, it says I am at the skytower instead of west auckland (on vodafone), however I know of other people who have achieved better accuracy.
