Just wondering if there is a NZ website that shows where all the cell phone transmitters are in NZ, both current and planned. A friend is looking at buying a house, but the neighbour told him that a cellphone tower about 20 meters away from the property had been planned and accepted by the council. This could affect the properties value, so he wants to find out where they are located in the area. The US has such a site, but I can't find one for NZ. Some people want to live close, so they can get good reception, but my friend would prefer not to.

Has your friend contacted the Council directly to ask about the issue?

I'm not quite sure what you searched for but type anything to do with NZ / New Zealand cellsite locations into Google and the first link is a great set of files created by another user here on Geekzone.

You can view everything within Google Earth.

This will only contain sites that are registered with the MED. It can sometimes take months or even years from when a site is proposed to when it goes live so there is no guarantee it will contain the site you are after.

A LIM report should pick up on this, most councils provide all local area resource consents as a part of them

Yes they have, but said that the council were cagey about the issue and said the person they needed to speak to was currently away. So they won't find out for a couple of weeks. Thanks for those other links and will see what I can find for them.
