Now that Kim Jong Il is gone, who do you think could be this decades evil genius and why?

There are some key criteria that need to be filled to be considered a mastermind
- Must be seeking world domination
- Needs to have a legion of terror
- Should gloat over their enemies without actually succeding at finishing them off
- The source of their power/wealth/popularity shall be a mystery
- Should just look weird
- Should not actually be a genius

I'm sure there are plenty of other characteristics, so feel free to add to the list.

How do I come to this? I admit, a very cunning disguise, but I have seen through it. Think about it. Who else would unleash a weapon like Justin Bieber on us? With Bieber's secret weapon, his voice. Once he opens his mouth your head will explode... that's assuming you managed to get past the legions of teenage girls. One at a time they're not a problem, but they attack in packs, screaming and raking your eyes!
