I've seen and heard radio and TV advertising and there has been mainstream news coverage (web, TV, radio, print).
Stats NZ has 11k followers on Twitter. Regardless, advertising on these platforms (and Linked, Instagram) doesn't target followers only. It can be targeted any group by region, device, followers, etc regardless of following the account or not.

I am yet to see a single reference to the census (or StatsNZ) on Twitter. I don't follow that many NZ twitter accounts and the only govt account follow is CD so that may be why.
