The motivation isn’t likely monetary. The passengers that died are incredibly wealthy and their families are likely more motivated by retribution.

Until the Titan disaster on June 18, no one had ever died while piloting or riding a submersible into the deep’s unending darkness. This remarkable safety record stood for nearly a century, despite explorers making many thousands of dives.

 

Federal investigators say it could take them up to 18 months to determine why Titan imploded, killing its five passengers. But engineers interviewed by The New York Times point out possible weak points in the sub’s design.

I would propose then that you'd be very surprised at the use of adhesives in many other industries - aerospace for one.

In the correct application, many chemical bonds are far superior to mechanical fastners- but it is critical that the application is correct.

I believe this sub used both adhesives as well as mechanical fasteners.  I believe I recall reading an account from a former passenger that the main hatch is bolted closed with (12? bolts) from the outside, and that one of the bolts was difficult to access and frequently was left off (I can't currently find this quote however).
