It is too late for these kids, their behaviour is set , at least, until they mature.
Discipline must be instilled from an early age, while the brain is still developing.
You can probably tell how a kid will be like once they reach 5 years old.
So what do we do in the here and now? I am guessing euthanasia is not seen as a valid option?
We can't seriously be contemplating the writing off of a generation, can we?
If today's teenagers are significantly different and this is not just 'us oldies' bemoaning the youth of today can we actually do anything?
If so, what?

Those kids are the _result_ of lack of discipline, enforcing it now through means other than enforced military service would probably be too-little, too-late. If they'd been disciplined properly from day 1, they possibly would've been less offensive at this stage.
So reintroduction of military service is an option?
My only objection to this is that modern the military doesn't want ill-disciplined losers as they don't have such a need for 'cannon fodder' as they used to.
