What floor are you on? A heatpump requires an outside unit, access to electricity and somewhere to drain condensation. They also need to pass through the exterior wall. How would you see those things be provided in your situation? (Just asking).

Provided without any issues according to the guy who came yesterday and provided a very reasonable quote (which will in all likelyhood be accepted).
nickb99: This kind of thing was the bane of my life when I owned a coffee shop in Auckland. Too much demand, too few contractors. I agree with the posters who said at least the guy was nice enough to call you to decline. I lost count of the times I booked in a contractor and they never showed. Highlight was the refrigeration company who did not want to come out to do a simple service because "you are in the city...there won't be anywhere to park".
The points about estimates often being a waste of time are not true. You can look at them that way of course, but a smarter contractor might have said;
(1) I can win the install work.
(2) I can then (likely) get a regular annual maintenance job from them too.
(3) If I do a good job then the guy might refer me to his neighbours.
(4) I can leaflet drop the surrounding apartments while I am inside, maybe get some more work while I am there.
(5) I'll do the install only at the owners risk, and they have satisfied the body corporate. And then if they are wrong, I can charge them again to make it good.
Looking at just the value of the initial install is a little small minded, IMHO.
