NZ is not the only place that has media classification.

We have very liberal classification compared to our neighbours Australia, who refuses many games until they're edited to tone down the whatever. http://en.wikipedia.org/wiki/List_of_banned_video_games_in_Australia

If you like the music so much do a download as several had said...if that was a cover of a book or a movie you would be probably be arrested for having possession of it. Music in NZ is not officially classified and is up to the industry itself to regulate.

I don't think that CD (cover) should be banned. It would seem to fall into the "horror" genre, where graphic dismemberment of human beings is pretty much the norm. In this age it's probably pointless even trying to restrict access to such material. Having "cleaned out" a few friend's virus and malware infested computers over the years and seen what their adolescent and pre-adolescent kids have been accessing on the 'net (this from "good families"), the battle to protect social mores was lost years ago.
I'm more shocked these days when kids from good atheist families take up bible class.
The taboo which should never be compromised relates to exploitation of individuals unable to consent. "Snuff" obviously falls in to that category, but that CD cover is just kids playing around with photoshop and fake blood from a costume/party store. It's pretty lame.
Keep pushing the boundaries though - which won't be limitless - and you'll get kick-back - and those boundaries will inevitably close in.

That doesn't remove the Chief Censor role. If you look here http://www.classificationoffice.govt.nz/about-censorship/about-the-classification-office.html#anchor03 you will see that Dr A R Jack currently holds three roles; Chief Censor, CE, and Chairperson. Each of those roles will have distinct powers, the Chief Censor accountability is not automatically subsumed in the role of CEO. Those powers may be delegated to someone else. Obviously you wouldn't want a situation where if the Chief Censor's powers were delegated, the delegatee automatically had the authority (and finacial delegation) of the CEO and chairperson as well.

We have Sheriffs but they don't ride horses or wear stars, titles don't necessarily define roles, We have media classification much the same as a lot of countries. Ours is very similar to the UK British Board of Film Classification.

'Collector' or not I'd be worried that buying this CD would get you added to some law enforcement watch list - particularly in the light of the recent events in the US.

Just wait until you are next somewhere you can get a physical copy in a shop (assuming there is somewhere) and throw it in your checked baggage. Chances of getting nabbed are pretty slim I would say.

Or get a mate somewhere less censorious to buy it, put it in a Jiffy bag labelled 'CD' and send it to you with a birthday card or something. At least that way you have not committed any offence if there is one. They can't blame you for not controlling what people post you as presents!
