It was openly on sale and perhaps a step down from what you have put. I do remember being very surprised that New Zealand actually has an Official Censor in the 21st century when I first moved here. Quaint and somewhat 1940's.
NZ is not the only place that has media classification.

If you like the music so much do a download as several had said...if that was a cover of a book or a movie you would be probably be arrested for having possession of it. Music in NZ is not officially classified and is up to the industry itself to regulate.
