The problem is that we do not really have local news on TV.
National news should major on world events and significant home events. It seems at best unlikely that there were no major events going on in the world worthy of reporting at the time someone decided a man in a ditch was a headline story...
The man in a ditch, cat up a tree stuff should be in the last 5 minutes before the sport.
Our news does not cover the wider world context well at all - it is far too inward looking.

Now it is making more sense. Several construction workers have been killed this way in recent years in similar circumstances. It deserves to be an issue 100%.
Could the reporting could have focused on that more if the OP did not get the seriousness of the issue? but I have not seen the item.
