Taxpayers are. Under the Postal Treaties, postal services only charge a single token volumetric amount for all mail, and do not charge per item. Essentially that item is delivered at a massive loss, because the treaties were negotiated in a time where it was unthinkable that a government would subsidise the outbound mail for an entire country in order to increase their trade output at the expense of the other postal operators.
