He/she suggests you need credentials to lock it in the first place? - andib is not wrong. Just like an Android or Windows phone, you can use the phone without an account, but for full functionality you need credentials. Previously, you only needed to input your credentials during the phone setup. It was very easy to up for a .me email address and then forget the password. You would very easily forget the password because you just don't need it that often.

Just because it for parts doesn't mean it's not stolen. - You are turning my comment up side down. just because it's iCloud locked doesn't mean it's stolen. But iCloud locked really is only good for spare parts unless you can prove purchase directly from Apple / the retailer. Even stolen phones can be iCloud unlocked.

Lots credentials but can't be bothered unlocking something that costs hundreds of dollars? Would that also mean they have lost their photos apps etc. - I know of situations where the ex-IT manager / ex-boy friend set up the phone with their own credentials and can't / don't want to contact the ex. You can download the photos via the computer and apps from the app store.

Just curious. - That's the best thing for learning. :-)

Bought phone used, set up icloud on the phone and then forgotten the password is the usual cause I know of for people with icloud locked phones. Then they act like its apples fault they forgot the password.

Off topic but I would also like to support the argument that newer isn't always better. It depends on what you need and want. Most of my stuff is old and I like it that way. I know how it works, I know what to do when something goes wrong, and it does the job I want without complicating things with a lot of unnecessary gimmickry. The latest and greatest can also be good. Again, it depends on the user.

Answers to a few questions

 

1) as it is for the Wife's hobby study etc I want it to be as cheap as humanly possible and able to do video.
2) So is password locked the same as icloud locked, can you use a locked phone to actually do anything, sounds more trouble than its worth

Avoid all iCloud locked phones.

iPhone 5C might be an option for you. I used to have one and the video quality was pretty good. My parents still have one and it doesn't seem laggy at all, it's handling the latest IOS really well. It's reasonably affordable too (around $200 secondhand). My only concern for you would be the battery life, especially when buying secondhand. That being said, any phone is going to drain pretty quick when recording video for long periods.
