I got this follow up response:

Thank you for contacting Audible!

Amazon is required to charge and remit New Zealand GST based on the information provided by customers at the time an order is placed. At the time the New Zealand GST was collected, Amazon determined you were a New Zealand resident. Amazon cannot refund New Zealand GST without a valid New Zealand GST registration number.

In accordance with New Zealand GST legislation that subjects remote services to tax, Audible is required to charge GST on cross-border supplies of remote services to customers located in New Zealand as of October 1, 2016. Unless a customer has provided their GST registration number Amazon will collect and remit New Zealand GST at a standard rate of 15% from residents of New Zealand. New Zealand customers who provide Amazon with their GST registration number will not have a GST of 15% applied to their purchases.

So they charged you 10% australian GST, but their explanation is for 15% NZ GST. As it is a service, I believe they can charge you 15% NZ GST, as it is the 'netflix' tax. So you maybe fighting a losing argument, as potentially they could have charged you more.

No, my point is that I can't work out which GST they intend to charge me, if any. They appear to be suggesting that they have been charging NZ GST since 2016 yet this week they also emailed me informing me that they had decided to charge Australian GST...!

Maybe they are just as confused, and maybe they think NZ is just a state of Australia. Many people don't actually know where NZ is. I was chatting with someone from the US, and they thought it was out in the desert ! Some aren't the best with geography. But I do think they could charge you 15% GST, so I would take the 10% if that is all they want to charge you. I doubt you can get away with not paying any tax these days with these big players like amazon..
