@quickymart You could also look at Mike Post - fits the bill on several counts you have mentioned.

Sounds close but not quite, he is very talented though :)
I guess this is the most I can remember from the music video:
- instrumental, synthesiser or electronic music
- all filmed in New York (I remember seeing heaps of yellow taxis in it)
- has a storm in the middle of it and the music stops at that point
- all footage is sped up X2 or X3
- somewhere between 1984-1987 (to narrow it down)
- not sure if it charted here or not, but the video was definitely played a few times on TVNZ as a filler in between shows. I asked my cousin (who is 42 now and she used to watch TV with my sister and I) and she vaguely remembers it, so it wasn't just me :D
I just went through the charts month by month from 1984-1985. I had no idea the Patea Maori Club released 4 songs!
But sadly, nothing stood out as being my mystery song...the search continues :(

I went through a bunch of 1980s TVNZ commercial videos on YouTube and a couple of pages outlining the top 40 music videos with New York imagery. Nothing.
Sounds good to me.
Oh to have had Shazam (not the TV show, the app) back then! :D

The only thing that comes to mind for me with new york and 80s music is you belong to the city by glenn frey -
….. but that’s not an instrumental.

insane:
Could it be Roger Sanchez - Another Chance?
Although it's from 2001
Not instrumental and twenty years outside OP’s dates? C’mon.

That's close but not quite it. The tune is still in my mind, but that's definitely the right genre. Pity I can't upload me humming it to give someone an idea :D
(that's a good song, by the way)
Yello - Lost again?
Nothing is impossible for the man who doesn't have to do it himself - A. H. Weiler

Not for the mid-80s :D

Yello are good! But that's not an instrumental :/
I emailed nzonscreen with the details you mentioned OP and this was their response:
"Kia ora,
Thanks for your email! After some talks in the office we think it may be this... let me know if this rings any bells!"
