richgamer: sure that's what i'm saying because what if the neighbours give their friends permission to help them move house, but the neighbours forgot to leave a key to the house, so the friends smashed a window to get in and started loading the property into a car, and they were in a rush so they ran into a car but before they got in their car, police tackled them and the friends hit their heads on the ground and got brain damage, then when the home owners come home they told police the people they arrested had permission to remove the stuff from the house, then the police would have made a false arrest and brain damaged a few ppl.
that's why u can't have police arresting ppl if the owner of the property hasn't called police or made a complaint.
After reading this, and your other replies, I have come to the conclusion that the reply I actually want to give you would be instant ban material (well, to be fair, I think it might get hidden, and Mauricio would issue me with a "WTF?", but I don't want to waste that on you.
For someone who posts so much about law matters, you seem to have no real clue about how the world, and law in general actually work.
