From time to time I see burly men wearing ankle bracelets at that supermarket. They're not Fitbits either.

Isn't that making the same generalisation based on appearance that others are making based on race? (Unless "burly men wearing ankle bracelets" is a dogwhistle for something specific).

I suspect the ankle bracelets being referred to here are the court ordered kind. Not a jewellery choice denoting membership of a particular community (like hot-wives).

It's Government policy - Andrew Little: 'Longer sentences, more prisoners - it doesn't work and it has to stop' - NZ Herald and one of the few targets they have achieved. Bugger the consequences.

The world has been locking up criminals for centuries and it has not stopped or reduced crime. Maybe it is time to try a different approach.

Here is a crazy notion, lets give peace a chance.

Did you have anything specific in mind?

I'd suggest that 'different approaches' have been tried for a few decades now and they haven't stopped or reduced crime either.

The root causes of crime are immensely complex, too complex to scope here. I believe that we owe it to future generations to explore better ways of doing this across the broad spectrum of society.

I don't disagree with that, I don't think anyone would.  Meanwhile though, the public has a right to feel protected and criminals need to experience some form of consequence so they at least know what they did is not acceptable.
