All good you can sleep with any amount of noise, however there are plenty of people who can't. I guess these people have no doubt complained for years to their MPs and so on to get a law like this passed.
if a charitable person fixed computers for free from his house and had cars driving to his house every minute that would be legal. it would not be a business because he is not paid and does the work for free. if the neighbours complain to the council the council won't be able to do anything because it's not a business, so the neighbours will have to put up with it or move house. answering your other question, i can sleep with any amount of noise if i'm really tired and if i'm not then i won't sleep.

alright well there could be 20 charitable people in the house fixing computers then.
but you get my point don't you? there are situations where a person could have a car driving to their house every minute for lawful purposes and it wouldn't be illegal in this bill so the neighbours would have to put up with it or move.
and remember, everyone who owns a house pays rates to fix streets so just because you live in a street it doesn't mean you own it, you only own your property in the street.
and i mean where does it stop though, if cars are going to be banned from driving up and down streets repeatedly because people can't sleep, what about people that can't sleep because of kids playing and laughing in your neighbours back yard, should the government pass a law to stop kids playing in their backyard after a certain time because you can't sleep? it'll just be neverending if the government passed laws because people can't sleep.
