I totally believe that someone could act like this. 

Some people are delusional. It sounds like this guy can run up a bit of a good story too. 

Really, I don't see there is much you can do other than leave town or ignore him until he maybe finds someone else to pick on.

Why do the cops say you have no credibility? 

Are drugs involved at all with this guy?

Sounds like a terrible situation. 

The warning sign was him spending all that time at your house before things turned sour.  How horrible having a neighbour hanging around your house.  It's not like you can pretend not to be home when you don't want to see them.  You can't even ignore the phone calls because they'll pop around just to make sure you really aren't home.

Never have anything more than a nodding acquaintance with neighbours.  It took me five years before I said hello to my closest neighbour.  It hasn't progressed to anymore than a nod - that's not to say we don't have each other's back.  We've both alerted each other when there has been suspicious goings on like a prowler and such things.  It's a good neighbourhood but everyone just likes their own space.

Yip, befriending neighbours is trouble.

Sorry I have no advice for your particular situation.

its simple, he got a harassment notice, went down like a cup of cold sick.

drive past his house heading to town, he'd be on the phone to the police. 48 times in a year. the cops actually said they was sick of dealing with it and generally said the credibility was down on both parties.

moving isn't an option, and when this blew up, he threatens us to move towns etc, hes been working on that theory for 3 years.

trying his damned to get us to move. hes already made 3 people move and he just kept stalking them, making them not want to be in this town, then he won. next move to the next person.

Then I'd suspect it's like I said, you are presenting only one side, and a very vague one side at that (Which isn't an invitation to post a 300 page more full story). If the police are down on your credibility, I'd say your handling of it would be close to as bad or worse
and ultimately I believe this thread has run it's course with your options laid out by people who have spent way too much time on it already :) You have choices, make one, move on.

This stuff is stuffed.
Keep your nose out of it if you can. These sort of stories end up on CI channel on SKY with some dodgey murder etc..

got 2 years to footage, abuse and death threats, this is why the police put a notice on him the first place.

like I said hes a good story teller and even the police take pitty on him cos they feel sorry for the way he is.

the cops did suggest to take him to the nut farm.

Hmmm. This seems to be an issue. I have had a lot of dealing with people where they never did anything wrong yet the crap kept following them and they cry victim. No offence but I think you have left a lot of what you have done out of the discussion here. Not saying what he has done is worse but it's only in rare occasions does this sort of thing happen for 3 years and only one person is to blame and I doubt this is a rare occasion. Its what you're not saying that is saying the most and if you want some impartial advice you need to tell the whole story.

Those neighbours at war type programs are a crack up. I don't watch them but have caught the gist of it often enough on telly. There's always two sides and i always wished one side didn't play the others silly games but noo the other party has to make a fool of themselves. Please don't be like this.

Ignore it 100%. Go on holiday for a week or two. Is there someone's house in town you could stay at?

My only other suggestion would be formally taking out a restraining order against him.  Gather your evidence carefully.  See if you can get an affidavit from others he has driven out of the area.  Ask for a note to be put in the order that 'you are permitted to drive past the property when going about your business provided this is not done in a manner likely to cause discomfort to the other party and is not done an excessive number of times per day'

If/when this is granted, you'll have to keep on at the Police each time this is breached.  The end goal would be to have him convicted of breaching this once or twice with a fine imposed, and the judge warning him that 'next time he could go to jail'.  For this to happen you will have to 'keep your nose clean'.

Issues at the supermarket can be delt with my the management.  If the local management won;t say anything to staff, then go to regional management.

Get a car video camera to record incidents when you are driving past.

Perhaps check into the ownership of his house.  If it is rented make a complain with the landlord, as tenancy agreements require that renters allow neighbours to 'quiet enjoyment' of their own homes.  You might be able to go to the Tenancy Tribunal directly if the landlord is unhelpful.  Keep detailed records of contact with the landlord and show him/her evidence and Police paperwork.

IF what you have presented to us is accurate THEN I feel very sorry for your situation.  It's going to cost you more money and time.  Ideally you would not let someone like that win, but ultimately you may decide ike people before you that you don't have the energy to fight anymore.  He notches up another win, but you regain some sanity and peace.

Everything at Geekzone is a "first world problem" and that's fine by me.  If I want to talk about dysentery, low life expectancy, endemic corruption and no, or extremely poor, internet, I'll look elsewhere.
