Yeah. I don't think VF/One is barred from going after Alice, especially if Alice has admitted responsibility, even if incorrectly. 

 

 

 

But that does not stop them going after Bob.

I think the point is more to get an official court document saying it's her debt rather than any hope of recovering the funds.

 

 

I can see that as beneficial but its of no concern to vodafone. 
The actual purpose is its the first step to getting her wages garnished to repay the debt to OP's son. 

From my understanding of the telco contracts in both being a customer of vodafone, and operating a telco business myself, i see no liability on her part to vodafone. Op's son is the only one that would be liable for the account and she is liable to ops son for misuse of the account. 

When a secondary authority is set up on an account, i would suggest that no ISP goes through neither the privacy or finance required processes by law to be able to enforce a debt against a secondary authority. 
Eg. For others here: As an IT technician, when trying to talk to an ISP support desk, in cases where you have been made an authority on a customer's account, have you ever been taken through the process of identification collection, the contract clauses for the debt collection process and the privacy statements where your personal information may be passed to a 3rd party? 
In doing residential and small business IT support over the years, several customers have made me an authority on their telco accounts so that i can get things done quickly for them. 
The answer to the question would be No because you as a second authority have no responsibility for the debt on the account that you are able to manage on behalf of your customer. This is a similar situation. 

Anyhow for OP, once the disputes tribunal decision is in Son's favor, Son will then have more options for collecting the debt from her which can include an order from the district court to garnish her wages/winz benefit, and using your own debt collection agency.

The bigger reason is that She requires a wake-up-call. Being summoned to the tribunal may be a scary thing for a young person who may or may not learn a lesson about fraud.
