The last company I worked for (electronics design) had enquiries on building radar detector foolers. We got some 25GHz radar diodes and some 60GHz crystals, but it never went any further. Been thinking about building a simple speed camera if I ever get time...
Slightly off topic, but radar jammers are illegal here since the MED radio licensing scheme covers those frequencies, but laser jammers are not illegal as the laser (light) spectrum is not licensed. Otherwise your TV remote would require a licence. They could specifically legislate against them of course. Correct me if I'm wrong.

This could be the plan. Once a fake radar source is in a set place for a while and largely ignored by radar drivers, the police may set up a speed trap.
This was common with fixed speed cameras years ago. Some boxes were empty, with cameras being switched around at random.

yuxek: what confuses me about police radar guns is how on earth can they verify which vehicle was speeding? the stationary speed cameras take a photo of the numberplate but do the handheld ones do that?
