The form to lay a complaint about this very shady business practice, is here: https://privacy.org.nz/your-rights/complaint-form/
I would recommend everyone who has had their DL photocopied do it, it's the only way this crap will stop.

I've never had a good shopping experience at PBTech when I went into their stores. I'd much rather spend a little bit more and shop elsewhere to get better service, and people that actually know the product they are selling. There is no way they are going to photocopy my drivers license to pick up something I paid for. Sure, I'll show it to them, no way in hell are they making a copy of it, especially with them not having any form of retention policy stating when it will be deleted, and what it will be used for. Screw them.
I've never ordered online with them, but have purchased quite a few things from their Christchurch store, and I've never had a bad experience.
I generally know exactly what I want when I go so can't really comment much on staff product knowledge, but their customer service has always been fine. Someone almost always asks if I need help with anything.
I agree that taking a copy of your ID is a step too far, but the in-store customer service probably varies a lot between individual stores.

I've only shopped at their North Shore location, and always had bad experiences with them. The staff there is entirely disinterested in helping with anything, even getting someone to cash you out can be a pain. I've only bought things from there about 4 times in the last 5 years, but each time, it seemed like some huge chore to get someone to grab something for me that was behind the counter. After the license issue, I won't be going back at all.

I've had consistently good in-store experiences at PB in Wellington. But there is just no way they will get a copy of my driver's licence or any other form of ID.
If customers consistently refused and cancelled purchases they would change their policy very quickly.
Does a vendor even carry the risk for credit card fraud?
When I worked in retail our merchant agreements with credit card companies specifically prohibited demanding personal information from cardholders, in relation to the credit card transaction. I wonder if this is still the case?

Filing a complaint seems unnecessary. What I would suggest is that after your DL has been copied and you have your goods, contact PB and ask them to destroy the copy of your DL in accordance with Principle 9 of the privacy act:
Agency not to keep personal information for longer than necessary
An agency that holds personal information shall not keep that information for longer than is required for the purposes for which the information may lawfully be used.
