Contrary to popular belief, consulates and embassies are not "foreign soil". New Zealand law applies at the Chinese Consulate in New Zealand just as it applies in the middle of Queen Street in Auckland. There are conventions that they are "inviolable" (as in, police won't move into one in order to arrest the staff, diplomats or guests) but it doesn't mean that the Chinese can prosecute drunk students for crimes against morality under Chinese law and execute them or anything.
