Just had this happen to me as well.   Order shipped in January, tracking still saying yet to leave China.  Disputed, seller first rejected dispute saying item had been delivered, then tried 2 more times saying 'still in transit'.  Has now gone to ali-express, hopefully they will issue a refund.  First time I have had an issue with an order.

Trust me they will issue a refund as long as there is no delivery Scan!! Don't let Seller convince you to cancel dispute as you have no more chance of disputing at a later stage.

You also might be in luck getting the item eventually, even after the refund was successful :-)

Update on my previous post!!

NZ Post claims that NZ Customs scans the Item first!!

NZ Customs says that they are not holding parcels and that NZ Post is scanning the mail first which then is forwarded onto the conveyer belt for Customs to check and release back into NZ Post Delivery Network.

Any item that comes in and is not correctly declared might have to be further inspected according to NZ Customs.

Also if in Case the address is not readable then that's another issue.

Any Items that don't have the right paperwork such as false declarations attached to it will also not be allowed into NZ!!!

Apparently they send this back to Sender!!! Would be nice if the recepient would get a notification that this is the case :-)

Don't quote me on that, this is what I got from a Customs Officer in an email

This is also my understanding. Regarding the missing Czech Post packages, NZ Post tells me there haven't been scanned in at the International Mail Centre. That doesn't mean NZ Post doesn't have them.

Nigh on 100% of all packages originating from China have false declarations. I'm surprised every time I see a declaration that states the correct category and price.

Always surprises me when a false declaration, wrong category and wrong priced Item actually gets through Custom :-)

Order from Feb 27 is still stuck at customs clearance from 16 March.

I have never seen a "pending border clearance" tracking status on NZ Post before last month, but now I have 6 parcels stuck at this step. The oldest parcel has had this status since March 28th. 5 of the parcels are from Aliexpress, which I presume has been lost into the void. But another is a relatively expensive parcel from Australia, that was sent with Australia Post... hopefully that one will eventually be processed at least, but it has been 3 days so far.

Little update... all my parcels except for the ones that end with CZ updated from 'Pending border clearance' to 'International Arrival' today. The CZ ones still haven't updated, but I really do wonder what happened to them, as a lot of people seem to have the same issue.

Not a non-delivery this time but they shipped something quite different from what was advertised. Ali has offered a partial refund of maybe $5 on a $20 item... what happens if I hold out for more, like the entire $20? Is it a take-it-or-leave-it or is there room for haggling?

It depends how different it was.

If you ordered a nipple and were sent a camlock adaptor, you'd probably get a refund without any trouble. If you order an Android box with a Amlogic SoC and they sent you one with a Rockchip SoC that isn't compatible with the software you needed to run on it, chances are AliExpress would side with the seller because it looks similar. In the latter case I lost the dispute and the appeal, but AliExpress did compensate me after I made a complaint via their online chat. I'd go all in for the $20.

It's this, seriously undersized push blocks for a table saw. Problem is that unless you're a woodworker you're unlikely to appreciate the difference, they're just about a third smaller than advertised, however that third is the difference between your fingers being reasonably clear of the saw blade and being dangerously close to it.

Unfortunately I think my chances of convincing some random Aliexpress employee, probably with a not-too-strong grasp of the nuances of English and on a tight schedule to resolve things, that this is an issue aren't high... I think I'll take the refund and see if I can make up the difference by putting them on TM, they're probably fine for router table use, things like cutting dadoes and chamfering edges, just not a table saw.

It didn't have the usual disclaimer stating you should allow for 2-3cm difference in measurement?

it's been my experience that if you hold out, Ali will usually cave.
Even if they decline your dispute, if you pursue it (particularly if you have photographic evidence) they'll usually refund you in full.

Today I got a status update from AliExpress saying:

AliExpress: Customs Clearance Unsuccessful

...

This could have happened for a number of reasons. AliExpress works closely with our logistics partners to ensure your package arrives on time.

NZPost tracking tells me

NZPost tracking:

The parcel or shipment has been assessed by the Ministry for Primary Industries (MPI), and they require an import entry before it is released from our facility.

and goes on to say I will receive an email "advising of the requirement for an MPI Import Declaration to be undertaken to enable the release of your parcel."

I have yet to receive this email, it's unclear to me whether I submit this declaration or if AliExpress will do that.  The item is a solid tyre for my e-scooter.  Specifications on AE are vague, I expect it's made of synthetic rubber.  NZ Post tracking also goes on to say that MPI may decide to inspect may parcel and this could incur fees payable by me as 'the importer'.  This would not impress me.

It's been less than 24 hours so I'll sit tight for a bit and see what happens next.  Meantime though, if any one else here has experienced similar I'd be keen to hear about it and how it turned out.

Did Eric Clapton really think she looked wonderful...or was it after the 15th outfit she tried on and he just wanted to get to the party and get a drink?

If they're seriously undersized compared to what they advertised, photograph them with a ruler to show the actual dimensions and start a dispute as "Not As Advertised".

Beware that there may be several different sizes in the ad, where for example the size listed down in the fine print is different from the headline.

Or when you choose from a range of options, some of them are very different from the headline. e.g. from the same ad below "150mm Electronic Digital Caliper Carbon Fiber Dial Vernier Caliper Gauge Pachometer Digital Micrometer Measuring Tools", typically $20 or so each, often has an option that's only about $3. Ah, but that one is just a plastic (aka acrylic aka "carbon fibre") vernier caliper. Obviously the words I highlighted don't apply to that (I'm being excessively generous in not highlighting Measuring or Tool), and in fact "Carbon Fiber", "Dial", "Micrometer", and "Pachometer" don't apply to any of them. (I had to Google "pachometer" to find out what it was).

I think the idea is basically (a) include lots of keywords to get lots of hits, (b) include a low price item to get to the top of the "order by price" list, then (c) bait & switch... customer clicks through expecting to find digital calipers for $3.10, but then selects the expensive one because the cheap one is just garbage.

Personally, this sort of crap is a major red flag to me because very clearly the customer is just some-one to screw over as best they can. Because they included "pachometer" and "micrometer", they clearly don't even know what it is they're selling, so they're probably getting screwed over by their suppliers, or drop-shipping from some other vendor who can't sell because they have nothing but bad reviews, and will probably, hopefully, go out of business real soon. If they don't screw you by selling you something you don't want, they'll screw you on quality or not actually shipping or whatever.
