And what about your link shows what he says is nuts? It shows BP signing an agreement to prospect for Russian oil. I'm not making the connection.
Sorry - I edited out my reference to greenpeace before reading your post, but anyway - they would be an obvious contender for the type of group Rasmussen wast trying to finger:
"I have met allies who can report that Russia, as part of their sophisticated information and disinformation operations, engaged actively with so-called non-governmental organisations - environmental organisations working against shale gas - to maintain European dependence on imported Russian gas. That is my interpretation."
And why is it nuts? Because the news article I linked to shows that Russia is seeking JV with Western oil companies to exploit shale gas reserves within Russia by "fracking". Turkeys don't vote for Xmas. Russia's easily exploitable reserves are finite too.
