If an organisation doesn't deal with my call within 10-15 minutes it is rude and obnoxious. Even that is too long but I accept that is the reality these days.

Longer than that though is just completely unreasonable. When I rule the world the people who are responsible will be in trouble. They have been warned :-)

Are you talking about resolving the issue in 10-15 or just answering the call?

Are you talking about resolving the issue in 10-15 or just answering the call?
I mean getting to the point of speaking to a human being who is able to assist.

I am pleased to advise that I called Vodafone this morning and the total call took 11 minutes. They answered promptly and dealt with me efficiently and politely. I received an email shortly thereafter with confirmation of our discussion. The call was about changing plans, so I guess it was "sales" rather than "support". However my requested plan change will result in them getting less out of me each month, so not much of a "sale". Nevertheless the service was excellent.

It possibly helped that it was mid morning, which is probably a slacker time than the evening.
