How do you make that change? Currently there is no real downside to not maintaining your car that has a current wof. Sure,a ticket for not up to wof standard, but its accepted that it won't or can't be policed any more than it currently is.
Crash? Apparently figures are in our favour as it not being a high risk factor.

Id like to think that people can and will maintain their cars, but I'm a realist. If it saves a dollar, most will take the risk (assuming they even realise the risk....)

after all the dust settles, everyone will wonder what all the who hah was about.

I dont think much will change. Those who look after their vehicles now and get regular warrants will continue to. Those who dont now will continue not to. Will be the same ones so overall the status quo will remain

The only way you get change is to make the consequences of non-compliance too painful.

NZ is very reluctant to do that for some reason. An $80 fine for using your phone whilst driving? Pah. Make it $800 the first time and $1600 the second.

Give people 28 days to pay the fines and then sell their car at Turners to recover the fines plus costs.

Everyone is just too wet about it.

In France, you pay the fine on the spot and if you have no cash, the bacon will take you to the ATM!! No pay, no car!

You'd be fined more for possessing chewing gum in Singapore than you would here for driving with no WOF.

I would love to see the police given the right to use a hammer the phones of people caught using them. So many people still have their hand up to their ear while driving, often realestate agents I have found drive while on the phone. $80 fine is nothing to them. You get bigger parking fines than that.

In Canada (If I recall) most provinces do MVI's (Motor Vehicle Inspections or as Kiwi's know them as WoF's) once a yr (doesn't matter how old the vehicle is...once a yr MVI) and a couple of provinces ....new cars don't need to be inspected for 10yrs. I would gather to say year round driving conditions are much harsher on a vehicle in Canada vs NZ conditions. In the Atlantic Canadian Provinces (again only 1 a yr inspections), not only is there the salt sea air but they are using road salt on the roads 4-6 months of the yr (during the winter).

I haven't really noticed much of a difference in what they look for in a NZ WoF vs a Canadian MVI. All I know is in Canada....if a part can't last a yr safely doing its job till the next yr inspection ---- the vehicle fails. They give 30 days to get it fixed. They also slap a big (failed) florescent orange sticker where the MVI (WoF) would be.

Having lived with yearly inspections for 20yrs in Canada....I can't see moving to once a year inspections in NZ being a terrible thing.

If you were here when the recent left turn and intersection rules change last year the doom-sayers were predicting mass intersection collisions and cars laying on their roofs with their tires kicking in the air. The change came and went. Nothing happened. The same will happen with the 12 month WOF here. It's only the MTA and the testing industry and some old retired cops who are predicting Armageddon.

So true. A more change-phobic nation I have never come across!
