Interesting topic.
I think the issue here is hope. Putting security guards everywhere won't stop desperate people who have given up hope in the establishment.
If a young person is exposed to people working hard yet struggling to make ends meet and criminal elements who are getting it all for free and not seeming to be suffering any consequences, you can't exactly blame them for wanting the money-for-nothing lifestyle.
Without getting too political, I think we need the best of both left and right approaches here to actually fix it.
We need community programs offering hope and guidance and building trust there is a better life to be had if you work for it, get in before the wrong path is taken, and help those who may have started in the wrong direction. Typically we look to the left to deliver these kinds of things well.
We then need taxation and growth policies that reward an honest living, along with a robust law and order stance to weed out the people not interested in second chances and keep them away from the people who are trying to make a change.
Unfortunately, the left has spent like a drunken sailor, and now the right has the mandate to cut everything good or bad to the bone so I fear this cycle will continue.
