Well, it looks like the author (of the letter) has had a lot of training in avoiding 'trite phrases'.

 

He (or she, of course) has avoided the 'hope you're doing well' with the wildly creative 'doing fine'. 
I'm old-school: if there's a good need for an opening platitude - just stick with a winner. 

 

But I think mating 'raising this matter' to 'bringing this concern to our attention' - gives a joyful hybrid-vigour to the imaginative off-sprung 'raising this concern to our attention'. 

 

Hey, if you can't be creative in writing pointless letters - it takes all the fun out of the day...

A few weeks ago I heard a long interview on RNZ with a bloke who is a US expert on linguistics and how languages adapt and evolve over time.

 

He kept talking about the ‘pronounciation’ of words. Oh the irony.
