Along the same line, people who drive around with their fog light on when it aint foggy... I know it's an easy one to forget but still....
Why does this bother you? Foglights point downward, I've never had an issue with this. In fact, I don't really know why this is illegal.
I have more of a problem with people who drive during daylight with their lights on full beam -- some cars have really bright full beam and can be dazzling even in daylight.
Properly fitted Fogs point down and are no problem but many installed by backyard cowboys are aimed all over the place.
My understanding (and I could be wrong) is that when driving in 'normal conditions' the use of fog lights is actually illegal. The laws appear to have changed to be more lenient in the past 15 years or so and the Land Transport Law (2004) states:
8.4Use of optional lights
1)A driver may use a fog lamp only in conditions of severely reduced visibility, including fog or snow, but not under clear atmospheric conditions even during the hours of darkness.
Personally, it really annoys me that so many people drive around town, at any time of day or night, with their fog lights on. But I'm a careful person who tries to avoid annoying other road users and getting tickets from the cops.
