I live in Meadowbank in Auckland and the council has decided to spend my valuable rates money on redoing the footpathes on St John's rd. I am not complaining about that as they were pretty poked and did need it.
Now I am courious as to the other activity going on at the same time.
Ahead of laying the footpath they are installing a green pipe(100mm) which will be directly below the finished footpath. Then at almost every powerpole(or telephone pole) they have a smaller 50mm branch that comes to the surface and is currently terminated with a red cap.(I can see these on both sides of the road).

What is this pipe for???
Undergrounding power? (Looked on Vector's site and can see St John's rd as a current project)
Fibre? (Seems rather large diameter to me & I am sure fibre runs down one side of the road already)
My curiosity has got me on this you so could anyone help?
