Natural interaction over hobbies, interests and activities - sports, work, gaming, whatever it is you're in to.

Definitely some sort of sport. If you're not into 'mainstream' sports then you'll need to think outside the box - e.g. tramping, orienteering, etc.

I agree with the above. A sport or club where the social interaction is secondary to the activity but one where people don't become too obsessed with the activity.

Scuba diving club, cooking classes, political party, bowls can be a good one. I think mainstream sports have been covered well.

There are 'social clubs' such as the Cosmopolitan Club or Working Men's Club.

Shared interests are the key.

Wade: Have kids

He wants to make friends, not ruin his life for the next 20 years!! ;-)

As some US comedienne whose name I cannot recall said once "My husband and I are trying to decide whether we should get a dog or have kids. However, we can''t agree whether we should ruin our lives or the sofa!"

He needs a partner and a stable life before he has kids (and I infer from the OP that those things may not yet be in place).

I'm not a 'joiner' and generally prefer my own company (and that of my dog) to that of others but that is a bit of an Asperger/INTP thing. I'll happily go days - or even weeks - without seeing anyone but my wife.

However I gather from observation that the normal people make friends by joining things like clubs.

Buy a 4wd and join a 4wd club if you are into getting covered in mud and enjoy driving.

A friend who wil help you bury a body?  They are hard to come by.

But seriously, various clubs/sports etc. And, keep in contact with old friends, they will make new friends who maybe you can steal.
