You do realise that a so called "cashy" is actually illegal, unless you just mean that you want to pay cash for a full job where the sparky pays the correct gst etc :-)

The idea of a "cashy" is that there is no paper or digital trail. you have just failed in this regard by advertising on an open forum.

Any sparky that now took you up on this would be likely to receive a call from IRD.

Paying cash is certainly not illegal, and there are a ton of legitimate reasons why people may pay cash for a job. 

The illegality is with the tradesperson who does not pay GST / income tax to the govt!!!

I'm not sure whether any liability rests with a customer who expects a cheaper price in an unspoken understanding that the tradesperson will not pay tax on the job.  Ultimately, it is up to the tradesperson to pay the tax, or, decline the job because the after tax rate is too low.
