Looks like you had at least two people working over the car for its last WOF. Hand writing totally different and two pens used at least.

I was also under the impression (from a discussion MANY years ago) that they are not allowed to use acronyms and/or shorten words on a WOF docket to maintain clarity.

I don't think it was that hard to decipher. It's quite common at a testing station for 2 people to be involved. As the cars are usually done while you wait I'd be surprised if one of the testers didn't refer to the comments when the car was handed over. The worry is that possibly nothing has been done about the tyres yet.
