I am looking for someone to build me some custom serial cable with a specific pin-out for a work project. I have the pin out diagram I can email through. Can anyone help, or point me in the direction of a local company that can?

Can't you buy serial breakout boxes anymore?

I'm not familiar with a serial break out box? Does it allow you to switch pin outs inline?

I've got one lying around, and yes it allows you to switch pins inline.  Not as fancy as this one.
