I have been running my own websites that are self designed for some years now. The host I have been with for the last couple of years does not deem customer satisfaction a top priority. I am low income so can't afford anything over $10 a month. I run two domains, one of them as an add on, and require 4 MySQL databases. Any suggestions of any good New Zealand based web hosts that would meet my needs.

Look overseas - "cheap" NZ hosting with decent data allowances and multiple MySQL d/bases dont exist (at least in my experience).

During public holidays in the US, some hosting companies run really good promotions - i picked up a years hosting with Dreamhost once for $10NZD.

But I was on the understanding to be found by google I would need to be NZ based for my hosting, or is this incorrect?

Incorrect - your domain/site can be hosted almost anywhere in the world. My xpd.co.nz is NZ registered but hosted by Dreamhost.  It is a little slower for response times, but overall acceptable.
