We do see various announcements such as from Canada:

It was early in 2014 that both MasterCard and Visa announced their plans for HCE, when will we see it here?

Based on the video, and painful experience, it will probably be available on "Select Samsung Devices".

HCE works on every Android device regardless of the brand. That's the key difference between that and other NFC solutions such as Semble that require a 3rd party API to use SWP.
