I think organised games with a business/profit component are required to be licenced and run under DIA rules, which is why pub games are free entry and no cash prizes (or shouldn't be as far as I am aware).
Most home players I know would generally only play with friends and friends-of-friends, to (try to) avoid bad situations and potential cheating/hustling...
