How can anyone think it would be a good idea ?!?? :-)

Sheriff Cole says [...] alcohol and poor judgment were clearly contributing factors.

Do they have courses in stating the bleeding obvious at Police College?

Yes, along with talking in a bizzare past tense.  For example:

"The victim has been walking on Bridge Street in an Easterly direction when he has been approached by the offender .... "

Translation:

"The victim was walking East on Bridge Street when the offender approached him"

I saw this. That guy must be unbelievably stupid.

Create a shrapnel weapon then wonder why shrapnel took his leg off.

Dumb beyond belief.

Unfortunately he is still in the Gene Pool after that incident.

So he is not valid for a darwin award.
