To me this just sums up the stereotypical American (I know 99.9999% are normal, but the "special" ones like this make me smile)

Yes, along with talking in a bizzare past tense.  For example:

 

"The victim has been walking on Bridge Street in an Easterly direction when he has been approached by the offender .... "

 

Translation:

 

"The victim was walking East on Bridge Street when the offender approached him"
