Probably a stupid question, but why is it there is NZD92.83 'Import Fees Deposit' applied to a Samsung 1TB SSD that is NZD376.37 Delivered? I thought the total price had to exceed NZD400 before GST etc was applied?

because they do it's now if it close to the $400NZ dollars. If i remember correct it's around the $250US that you get hit. $200 you don't get hit but $250 you do

The exchange rate calc only matters on the actual day it's processed by customs, so while it's worth $376 today next week when it arrives it could be over the $400 if our dollar was weaker.
Depends which amazon you order from.
Yesterday I ordered ~250 Euro worth of stuff from Germany along with 40 euro shipping, I didn't get hit by the import tax deposit despite the NZD value was just slightly over $400NZD.
Then when they shipped it, they split the shipping into 3 different orders so I don't get hit by tax.
There is a 99% chance that you will get the fees back (because it comes under $400 when it checks into NZ). THat's what normally happens.
Note it takes aaaaages for the refund to come through.

When the SanDisk SSD that yesterday cost NZD376.37 for including shipping, that got hit NZD92.83 'Import Fees Deposit' arrives next week, apparently someone is manually going to check the current rate to determine if the NZD376.37 price paid is now lower or higher & manually adjust everything and issue refunds.
A 5% fluctuation in a week, is a very unusual occurrence.
Can't find any literature, about this exactly.. would have thought, when you buy something including deliver shipping, its paid for but no that is not the case apparently.
Yesterday it was USD254.99 for the disc, postage was USD5.74 = USD260.73 @ 1 USD = 1.4435142912 NZD = NZD376.37 PLUS NZD92.83 'Import Fees Deposit' GRAND TOTAL: NZD469.20
And today the same disc is the same NZD376.37 total including shipping PLUS NZD92.83 'Import Fees Deposit' GRAND TOTAL: NZD469.20

Well you're almost certainly going to get the NZD92.83 back. Interesting that it's still ~$30 cheaper from .de.
Also just in case you didn't realize you're better off paying in USD and letting your bank do the conversion. Amazon charge more than the bank - at least every time I've looked. Probably a few dollars difference on your transaction.
BUT if they actually charge you for the import duties and then do a refund you might be better off in NZD, as your bank will also charge you on the refund conversion.
(So it's quite annoying getting refunds in foreign currencies as it fluctuates and the bank makes money on both transactions. Rather than just 'undoing' the original payment.)
Interesting, I had never thought that they would refund if the fees weren't charged, and never really thought much of it.
Still cheaper than PB Tech by a good deal.
As others have said, it does look like it is a contingency in case it moves, what shipping method was that? I have had it when normal post doesn't collect but DHL and iParcel do.
