I am expecting a parcel that was sent from the USA using USPS "First-Class Package International Service".

According to the tracking details, they attempted delivery this morning at 8am. However, this is not possible as delivery address is a business place which opens much earlier than that.

Presumably USPS outsource local delivery, but I don't know who to contact to try to track my package down.

You could probably try your USPS tracking number in a couple of NZ tracking sites (Courier Post etc.).

Or, try it on Track17: https://www.17track.net/en

Historically all USPS packages I've had have always been delivered by NZ Post.

NZ Post.

I took a stab at entering the tracking number into the NZ post website and it came up.

Turns out "Attempted Delivery" in this instance means redirected to PO Box. That was not obvious.
