i have an option to do a 3 hrs stop over in WTG airport ... would like to hop out to the city for a quick lunch ... are there any buses or some cheap reliable transportation to and from the city?

Do you mean Wellington (WLG)?

 

If so, I guess it depends on time of day. There are buses, that wouldn't take long (or a Taxi for that matter) to get into the city, and an Uber back wouldn't be too bad either.

 

You just don't want to hit rush hour getting to the tunnel.

Do i have to get through the tunnel to get to city? didn't recall that. i think it's about 1130am - 230pm

Uber has been official at Wellington and Auckland airports for about 7-8 months.

You should be fine in that window. But allow 30 minutes each way....and be aware they may want you through the gate 20 mins before departure....absolute minimum. JetStar are usually 30 minutes. 
Wellington traffic can be bad if there is a crash or a breakdown or you're in rush hour. 

But 11:30 to 2:30 should be OK....though you'll only have an 60-80 mins downtown max.  

You may just want to get an Uber to the top of Mt Vic if it's a clear day. Awesome views.

Airport to Grey St is typically $20-$25 with Uber, whilst Courtney Place or Te-Papa would be cheaper.

There is Bus #91 - Airport Flyer that will take you into the CBD or even out to Lower Hutt if you wanted

Try Wgtn. Are you meeting someone in town or are you just looking to hit the expense acct? There are places in Miramar or Lyall Bay if you don't want to stay at the airport.

Try Wgtn. Are you meeting someone in town or are you just looking to hit the expense acct? There are places in Miramar or Lyall Bay if you don't want to stay at the airport.

 

I would agree with Bung, Lyall Bay could be the place to go. Just 10 minutes by taxi and no worries about the traffic or potential traffic problems. A 3 hour stop over can easily turn into 90 minutes while you wait for luggage, debarkation etc.

 

Try this place http://www.sprucegoose.net.nz/gallery/ We often pop in there and if the weather is good, its a great place to sit and watch the incoming or departing aircraft. The food and beers are quite good too.

Lyall Bay is awesome, Kilbirnie (for a quick trip with shops) isn't too bad either. Miramar is okay if you want to go in the other direction. Heck, even Strathmore shops are just a walk away.
