I was travelling around the Catlins region recently and I notice what looked like single wire power transmission on poles. Is earth return used?

 

Every now and again there was a transformer and 2 wire feed to a farm.

Yes, typically earth return - see here https://en.wikipedia.org/wiki/Single-wire_earth_return

Quite a lot of it along northern half of State Highway 4 in the North Island as well.
