I feel for her, but no. It would open the floodgates for everyone to ask the govt to get them back home.

Yes - for sure. There should be all support AND - of course - a pay-back plan/contract with the supporting government/state.

I understand that they had declared a pre-existing health condition that was not covered, so why should the tax payer help, especially if they had tried to buy an online travel insurance to save a few dollars?
Are you saying that people with a disclosed existing health problem that may cost additional $000,000's to be repatriated should be covered, even though they may be at greater risk?
Was this travel insurance organized on line? Being the cheapest?
Maybe the insurance industry needs to move back away from cheap is best online, and the additional cost of using a broker to explain things in person could possibly make more sense?

People always blame the insurer. If this goes through the correct procedures, which I am sure it will now, all will be revealed.

I don't think the family ever blamed the insurer on record.
No.. Every time the government bails out the uninsured (i'm looking at you Christchurch red zone owners!) the rest of us lose doubly, having paid for our insurance and then paying for them not having it.
