Well perhaps these government agencies should stop insisting everything must be physically posted. Posting a code to fill in an online form is absolutely draconian - especially when things like Real Me exist. That is the only reason I didn't complete a census, didn't receive a code in the mail and I'm not wasting my time chasing something like that.

IIRC the census was per household, so sending the initial code via mail seems sensible? After all how do you tell what the email address of a house is? Personally I found filling it all in online once I had the code fairly pain free.

Someone in the household logs in with their address verified real me, then that address is locked out for anyone else in case they log in.

Absolutely, don't disagree one bit. For those that don't have internet, they can go and get a bit of paper.

 

But as someone with an internet connection, I refuse to be inconvenienced by the need to have a physical piece of paper. If that piece of paper had shown up, then no problem. But it didn't. And I'm not going to call someone to get them to send me another - and I bet thousands of other kiwis think exactly the same.

 

And then don't get me started on the environmental issues of printing all those auth codes and posting it out - but we are getting rid of plastic bags I suppose so all good!!...

No, and the lower the socio-economic level of the geographical area, the lower the chances of there being adequate access to the Internet.
Which is why the 2018 Census has been a disaster: the areas with the highest need for government-supported services (health, education, welfare) have the lowest participation rate, and so will be under-counted and thus miss out on service delivery. This is IMHO largely because of a middle-class urban bias that 'everyone' can access and use the Internet, and hence they adopt an online-first strategy.

 

Statistics NZ is now in a desperate scramble to patch up (I mean 'interpolate') the holes in their data, but the reliability has gone from 'rock solid' to 'best guess'.

 

Bring back the Census Enumerator visiting every dwelling

It seems access to some government agency websites like WINZ is already zero-rated data on Spark and Vodafone and 2degrees. It could easily be extended to an online census.
